Abstract
|
This paper discusses the arguments for and against planning needs as the economic institute of the state regulation. It is criticizes neoliberalism and explains the new role of planning in terms of the crisis of neo-liberal capitalism. It cites opinions of contemporary neo-liberalism critics and highlight the negative consequences of its application. We start from hipozeze that planning is consistent and reasonable alternative to neo-liberal doctrine.

Abstract
|
Using panel data for the 2001-2008 period we estimate the gravity model of migration between Russian regions. We show that though the migration flows have been quite stable, their determinants have changed substantially. Our special attention is drawn to the role of distance between the regions. Our special attention is drawn to the role of distance between regions as one of the main factors of migration. Dividing pairs of regions into nine groups according to the distance between regional centers, we estimate the model for each group separately. We find out that social and economic factors are affecting migration mainly between nearby regions. Yet the intensity of flows between distant (>500 km) areas is almost uncorrelated with indicators of social and economic development of regions.

Abstract
|
The paper tries to explain the philosophical-economic interpretation of economics, which is very different from common beliefs found in available textbooks and other sources of academic style. The author tries to answer the question about what economics is in terms of factography, oriented toward the surrounding reality. He starts from the hypothesis that economic atitivities individually and economy as a whole are not
entirely of economic nature, but only partly, to the extent to which they are connected (mediated) with prices and money. It has lead to the conclusion that modern economy is a virtual-informational game and computer magic. Virtual multiplication of fundings nullifies the value category and reduces it to the absurd multiplicative fiction. Modern economy is dominantly global, with no bottoms or boundaries. It is ruled by the montruous energy of self-will not being subjected neither to man as the subject, nor the social system. It is economics for itself, in which the economic principle serves its own interests. Therefore contemporary economics is extremely dangerous, since it unstoppable deepens and expands existential and anti-economic pit of the entire manhood.

The article discussed problems of influence to institutional change, rate its change, for economic systems, wealthy and efficiency. Author are offered and in detail developed the model of institutional change, and discovering the effect of chess-game, to demonstrate, that the speed (rate) and matter of institutional change determination by performance of economic systems to shot time period. This is give possibility do some conclusions to economic policy and the theory of efficiency, which are not coincide to conclusions of mainstream.

Abstract
|
The goal of this paper is to explore links and influences between patriarchal values of families as informal social networks and gender inequalities at the labour market in Serbia. The gender analysis of the labour market shows that it has been still under the strong influence of gender roles within a family. The high rate of exclusion of women from the labour market, particularly with low education, and from well-paid jobs, is largely a consequence of patriarchal patterns within a household. Men act as family providers, while the role of women tends to be is limited to the private sphere. The paper is aimed to indicate that
gender regime in a society and inequalities that are rooted in the patriarchal values within a family cannot be eradicated solely by adopting anti-discrimination legislation and establishing formal mechanisms, without tackling and changing ethical values and gender regime within a family.

Abstract
|
Balanced Scorecard (BSC concept), as one of the most important management concepts, in addition to financial indicators uses learning and growth of human, informational and organizational capital, improvement of internal processes and increasing of customer satisfaction for business improvement in the companies. The idea of this work is to determine and display the application of the BSC concept in the automotive industry as a leader of innovation and technological development. Research conducted in the global environment shows how much Balanced Scorecard is used in the process of defining and implementing strategies in the automotive companies as well as practical experience of the managers on the impact of Balanced Scorecard to improve business results.

Abstract
|
Global media empires are the reality. Media ownership concentration features developed countries and global areas. It is expressed as the vertical, horizontal and diagonal one. It anticipates the conflict of economic and noneconomic values and interests. The goal of this paper is to a) discuss media concentration from various aspects, since it is considered a serious threat to media pluralism and democratic
development, b) analyse the effects of neoliberal economic policies on the discussed phenomenon and c) underline that media concentration measurement has always been a difficult task, and general results have never been satisfactory. In addition to this, we start from the two hypothesis: firstly, that exponential growth of media concentration results from, among other factors, neoliberal economic politics, since their growing trends overlap chronologically, and secondly, in the interest of media culture development and media pluralism, it is necessary to overcome all dogmatic and quasi-institutional monisms, having totalitarian character (including neo-liberalism).

Abstract
|
The article presents the results of studies associated with the development of production functions for small enterprises of the regions in the Russian Federation. We consider production functions, reflecting
the dependence of the small enterprises turnover from two factors: investment in fixed capital and wage of employees. Functions are based on data for 2007-2009 years and depending on the size of enterprises. The paper shows the values of quality criteria for all developed functions. A comparison of some indicators of large, medium, small enterprises is presented.

Abstract
|
Position and role of data analysis methods in studies of the economy are analyzed. Statistical analysis as one of the main methods of data analysis is considered. Development and status of the general theory of measurement values in economics are described. The methodological basis for the development and application of modern concepts of measurement in economics are proposed. The fundamental principles and tenets of the measurements in the economy are grounded.

Abstract

In accordance with the stipulations of sustainable cultural tourism there is a strong need to create a balance between satisfying the interests and desires of visitors, providing the requirements for the economic and social development of local communities and the need to increase the attraction of a cultural heritage without endangering the resource itself. Starting from the premise that the local community is crucial to the interpretation of cultural heritage in a sustainable tourist offering, it will be shown that it is necessary to create a sustainable system of its interpretation. By doing this we will emphasize the importance of tourist
and cultural animation in the creation of this system and how the typology of this interpretation is dependant on the typology of the local community. Due to the nature of the cultural tourism product, which is created at almost the same time it is consumed, during a tourist experience, the development of a new tourism product must be considered not only a controlled process, but also as a cultural synthesis which allows us to transmit knowledge about the specific
culture and tourism market and to understand how to keep pace with cultural and ideological changes. Cultural tourism doesn't use only what it can sell. It also demands organization, networking, the continued
renewal of material and immaterial culture, promotion and human creativity. It is therefore necessary to state the demand for a new profile of cultural tourism workers, and especially for culturally sensitive
managers and marketing experts who understand the influence of a national culture on human interaction, communication and traveling standards. This work points out the special value of animation in cultural
tourism as a special form of communication with the tourists. Therefore, the purpose of this work is to bring out the conclusions about the possible implications of personality traits in the development of new products in transmodern cultural tourism.

Abstract
|
The city of Dubrovnik is the main initiator of tourism in the Dubrovnik-Neretva County (further on: DNC). In this regard, many questions about its specificity are raised. Today, at the beginning of the 21st century, Dubrovnik is regionally developing on two levels: micro-regionally – inside of the DNC, and macroregionally – in the Mediterranean. Dubrovnik tourism within the DNC is becoming more differentiated. The share of Dubrovnik in the touristic business is rising, while in DNC is stagnating. The position of Dubrovnik within the Mediterranean is becoming more important. Touristic cities in Croatia have become more specialized in the last twenty years. Out of 117 cities in Croatia, 17 are touristic. Adopting to the touristic demand, Dubrovnik has developed into a strong cruise ship destination. Thus, today, at the beginning of 21st century, Dubrovnik is developing in two directions: as an overnight and a cruising destination. Being an overnight destination is basic for the development of tourism in Dubrovnik. Modern rise of tourism in Dubrovnik has been developing from the mild sixties in 20th century, and that of the cruising tourism from the beginning of 21st century. Since the year 2002, the number of tourists from the cruise ships is increasing. Therefore, today, Dubrovnik is developing complementarily in two directions. Having that in mind, we compared the satisfaction of these two categories of tourists, overnight tourists and cruise ships tourists. Current demographic structure in the wider, and the human resources situation in a more specific sense, are becoming more relevant as limiting factors of the future development of Dubrovnik as touristic destination.

Abstract
|
Australian mass media are concentrated into the hands of a very small number of proprietors. For example, 11 of the 12 major newspapers in Australia are owned by Rupert Murdoch's News Corporation or John Fairfax Holdings. In fact, Murdoch bestrides the Australian media landscape like a colossus—NewsCorp owns 8 of that 12, and also dominate the regional and suburban newspaper publishing industry, as well as owning a major slice of Foxtel. With the alarming concentration of media ownership in Australia and the advent of PR driven journalism, for the sake of democracy, the public must support independent media.

Today, we are confronted with local and global concentration of media ownership. In markets around the world, lot of media faced with pressures to "relax" ownership regulations. This push spills over into aggressive attacks on public broadcasting structures, with high widespread calls for privatisation. This article presents a macro-level portrait of the networked forms of organization, production, and distribution in which the world's largest multi-national media organizations operate.

Abstract
|
The paper deals with introduction independence and accountability priciples in practice of regulatory bodies in energy sector. The independence of the public sector institutions encompass following
dimensions: a) Personal – the appointment of the management bodies, and decision-making procedures, b) Financial – independent sources of financing, and c) Political – independence in setting the objectives and
implementing the necessary policy. Introduction of principles of independence and accountability of regulatory bodies reduces the significance of obstacles of change which include the self interest of indivuduals and groups who fear that change may challenge their existing power and monopoly behaviour. The paper deals with status and role of regulatory bodies and consequences of their independence and accountability to public and parliement. Authors analyse different legal status of regulatory bodies in South-eastern Europe and Serbia and conclude that it is neccessary to include in national constitutions, as
highest ligel act of each state, specific article which will stipulate a) basic goals of regulatory bodies and b) basic principles of regulatory bodies activities. In such way differences in legal status of regulatory bodies
and inadequate level of their autonomy and independence would be avoided.
