Abstract
|
The goal of this paper is to re-examine that two-centuries-old socialist idea that has so far not had much luck in being achieved. To that end, the evolution and characteristics of various socialist doctrines are analyzed, an attempt is made to define the essence of an authentic socialist vision, after which the failed application of socialist projects in several of the most important countries and the reasons behind those failures are examined, ending with an inquiry into the prospects for achieving that intended more humane, just, and functional society in a contemporary, postindustrial, information-based, globalized world in which the dominant factor is still financial and corporate capital.

Abstract
|
In this article some basic economics questions related to the theoretical modeling of the economic reality, dominantly of monetary nature, as well as their importance for creators of macro economy politics, are discussed. The advantages and disadvantages of some economics theories that analyze economy dynamics are argued, particularly from
the aspect of economics crisis prediction. The changing of macro economy paradigm and various attempts of creating synthesis of economics theories, are analyzed. It is pointed out the paradox concerning the stoppage of implementation (development) of economics institutes in comparison to the propagation of institutionalization and undoubting advantages of institutional pluralism. The starting hypothesis for resolving accumulated economics problems and paradoxes is in the
necessity of synthesized knowledge existing and creating at least minimal synthesis of rational cores of different economics theories, among which the dominant place must be reserved to the achievements of the neo-institutional economics theory.

Abstract
|
By addressing the consequences of the ongoing crisis as well as the stimulus packages implemented by governments it appears that time is near to start reexamining the whole approach to the economic system. The concept of the welfare state has been profoundly shaken. Fundamental thesis outlaid by the classical economics and the Austrian
school are still very much relevant, as the need to face structural misbalances closely related to high public expenditures grows. The issues some EU member states have with the state of their public finances cannot emphasise that challenge enough. Though certain state functions keep their legitimacy it takes a refreshed definition of state. At the same time, there is a need to revisit economics and the relations between micro and macro aspect as well as to reexamine aggregates
such as GDP. It is clear one cannot ignore the need of humans to live in community, but also the fact our decisions are motivated by various reasons and therefore could not be predetermined. Knowledge plays role of energy that moves market forces keeping entrepreneurs awake. Extinguishing that energy is a safe way to suffocate market forces. On the
other hand, it is in the human nature to give strong legitimacy to the institutions of egalitarianism which causes the need to unify different scientific research in order to identify the long term trends. By reaffirming the Austrian business cycle theory and the need to revisit the boundaries of the state's interference into the economy it seems that economics need new energy of thought to invent a new general economics theory. This paper practices the hypothesis that consistent economic policy cannot but encompass rational nutshell of every economic theory in its mission to address the micro and macro characteristics of a concrete economy.

Abstract
|
Logistic chains represent the connection between merchandise and cash flows and information and all participants (production, transport, sales, banking, insurance, customs, …) activity and phases (suppliers, producers, distributors, retailers, buyers) that are directly or indirectly connected in the process of satisfying the needs of final consumer.
Synergetic effects within the logistic chain can be fulfilled once all the participants become aware of the fact that their actions affect other participants and the logistic chain itself. Lack of synergetic effects represents lack of cooperation, i.e. conflicted goals of different participants who are trying to maximise their own profit at the expense of entire logistic chain. Whenever the logistics' chain profit is divided among two or more participants, marginal effect becomes predominant,
which results in lower total profit. In order to eliminate this effect it is necessary to develop cooperative vs. competitive structure within logistic chain.

Abstract

Modern (systems) management methodology, called Tauzovic General Continuum (TGC), solves the problems of managing (systems) via consecutive use of the continuum of four sets: (i) cyclic, (ii) iterative, (iii) continuous, and (iv) spiral activities as follows: /1/ Activities of (comprehensive) preparations (P – with special parts: /1.1/ External preparations /the need for the existence of a system - Ep/ and /1.2/ Internal preparations /policy – conditions, limitations or opportunities, as a strategy – Ip/), /2/ Analysis activities (support or input – A), /3/ Synthesis activities (supply or transformation of inputs into outputs – S) and /4/ Control activities (valuation or actual output – C). Developed forms of TGC are based on its Basic form (/B/TGC or TGC), then continue through the Modern (MTGC), then Extended (ETGC), Upgraded (UTGC) and Conceptual (CTGC) form. Final development of the continuum leads to the creation of comprehensive (modern) innovative methodology for managing operations systems, as the basic and main parts of all modern systems. The conclusion presents the tests of some of the developed forms of TGC. It particularly highlights the possibility of its usage for the following purposes: (i) sigma six, (ii) process-based
quality management system model, and (iii) conceptual linkages of theory determination and acquiring knowledge.

Abstract
|
The consensus reached at the level of academic financial economists on efficient markets and rational behaviour of investors pointed, at least in the context of the current financial crisis, to the need of differentiating between dogma and facts. The breakdown of 'financialisation' is, among other things, a consequence of an absence of scientific insight into the behavior of investors and good knowledge of the functioning of institutions on the market. It is obvious that perfect markets represent a construction of economic theory. The principles of crucial mathematic theories and accounting techniques – institutionalised theory of the Nobel Prize winner, as well as its empirical test, will be the focus of analysis in this paper, starting from the hypothesis that the abstract character of proofs was the result of arbitrary assumptions and mathematical models.

Abstract
|
Many findings and experiences from the area of trade marketing, i.e. organization of sales function, along with the appliance of the existing scientific methodology, point to completely new and unknown egularities, that haven't been examined so far and therefore could not be studied. It implies that entire scientific field of trade, and especially sales
business and its efficient organization, has not been, in the new order of things, properly and comprehensively clarified. First of all, because its essence, influenced by new historical circumstances, has changed and raised the question of the necessity to change the existing and dominant paradigms in the area. The paper starts with the hypothesis that all this, together with the theory and practice of organizational dynamism, is a good reason to reconsider and theoretically redefine the former experiences from the discussed area.

Abstract

eGovernment is a modern solution for the efficient functioning of the state system and represents an important segment of the information society. Creating an information society is not optional, but gradually becomes an obligation. Conditions in the business and other environment requires active adjustment and introduction of eBusiness.
Knowledge of the legality of information technology is a necessary condition for any progress. The system of eGovernment encourages the creation of eCulture, which is becoming essential for all types of business and everyday activities. Passive observation of eWorld mean lag in technological and business development with serious
consequences. IT offers many development opportunities that come with cooperation and respect of the new rules. Information age necessitates continuous education, which acquired the necessary knowledge about IT developments. This paper aims to identify and analyze the sophistication of eGovernment services in Montenegro, to provide review and make recommendations for further development of these services in order to create information or eSociety.

Regional development is defined as a long–term process of improving sustainable economic and social development of certain areas, which is achieved through recognition, promotion and management of development potential of certain areas. Regional development policy is a set of objectives, priorities and measures aimed at achieving economic
growth and sustainable development, reducing regional disparities within the country in order to achieve balanced sustainable economic development. In Montenegro, there are significant differences in the degree of development of three regions: Southern, Middle (Central) and the North, as well as the development gaps within the region.

The role and place of branding in the sale of drugs and medical supplies has been examined. The classification of pharmaceutical brands is given. The basic ways and instruments for the development of brands and their elements on the pharmaceutical market has been described. The main approaches to manage the development and promotion of drug's products brands are analized. The main tasks and perspectives of branding on the sale of drugs in retail pharmacies are presented.

Abstract

The paper discusses the influence of economic tendencies on the development of sea ports, the effects of the containerization development on the evolution of integrated marketing logistics strategy. It also deals with the enhanced concentration of the port transport and logistics operators and the development of port logistics efficiency. In addition to this, we also provide the comparative analysis of the development of Adriatic and Mediterranean sea ports and financial analysis of selected development trends in sea ports marketing logistics. We start with the hypothesis that the flow of goods and logistics, as well as the integration of functional logistics in sea ports, dominantly determine the
development of global markets.

Abstract
|
The structure of corporate governance in Serbia corresponds to the European model, primarily to the Germanic legal tradition. The research in this paper has aimed at the establishing of the state of corporate governanace in Vojvodina and giving the recommendations for further development. The research was conducted in the period 2004-2008 by the method of the data analysis, of the survey and of the interview with: the members of board of directors and the members of supervisory board, the shareholders and the persons in charge of the contact with investors. The survey questionnaire was composed on the basis of OECD Principles. The questions in the questionnaire are grouped into
four groups: the first group of questions refers to the basic data on corporation, the second group is about the manner of governance, the third group comprises the data on the composition, operation and remuneration of board of directors and supervisory board, and the fourth group of questions refers to transparency and audit. Besides the survey, the data is analysed on: the ownership structure, the composition of boards of directors and supervisory boards, the reporting by web pages and the volume of trading in the stock market. On the basis of the research results, the recommedations for improvement have been given.

Abstract

Today, in fast changement times of the business environment, project management is used to perform complex relations and connections between tecnologies, informations, tasks, processes and human resources. Success in this kind of complex business environment depends on strategic decisions of the top management and appropriate definition of the project management. Rational project management is a suposition for quality decision making. This paper is an attempt to emphasise project management as an economy discipline, which is constantly in trend of adaptation to the business development and its sucess. The main goal of this research is related to explonations and analysis of : a) basis of teory definitions, categories and meanings, as well as methodology-theory framework in general, as a suposition for
project preparation in the construction works, and b) dynamics of preparation of the project basis in relation to Law framework in the field of construction works and c) implementation of concrete project. Working hypotesis has been achieved, stating that: in the construction works all theoretical and methodological basis of the project management, such
all the specific techniques related to the operation documentation and law framework, are to be used.

Abstract
|
The subject of this paper is the analysing of the possibility of transforming the entire area of Montenegro into an adjusted form of free zone. In terms of its territory and economy, Montenegro is an extremely interesting economic area, having numerous unused resources and location possibilities. Their proper identification and valorisation are the precondition for the consideration the stated idea of expanding the Port of Bar Free Zone. The paper examines the elementary project-methodological framework relevant for the discussion on the topic, as well as specific possibilities related to the project modelling of the basic thematic idea. We are starting with the hypothesis that many economic and project parameters speak for the justification of the idea for the formation of a free zone in the entire area of Montenegro.

Emerging markets are very interesting and attractive investment for investors to realize profits. However, many of them are faced with many problems, certain limitations and challenges not encountered in developed markets. Also, investors emphasize the potential of the fast growing market that is the result of economic reforms, reform of the fees and taxes, liberalization of the law in relation to foreign direct investment and adequate transparency of the company in an environment in which they operate. In addition, institutional investors emphasize the downward potential of the developed markets, which normally leads to declining profit rates and narrowing the maneuvering space for investment. The paper explores key aspects of private equity funds investing in emerging markets, starting from the fact that the high-profit character and that complex.

Abstract

The European Union represents a unique regional integration of countries in the world and its future can
hardly be spoken of, if we are not acquainted with the goals, stages and models of its origin. The Union has started its
life on a narrow domain of cooperation among countries of similar values, in order to strengthen trust, exchange and
their defense power to the Soviet block. The initial success of the ECSC showed that the economic motive and interest
is the best way for the initial defined goal to be realized. As already said, the original idea of the formation was the
achievement of the certain level of political integration of European Countries, in order to avoid the emergence of new
wars and conflicts on the European continent. In some way this is made with the stabilization of the entire European
continent with broadening with six new countries and increase of the overall economic strength and power in the world.
Since the formation, EU has expanded geographically and deepens institutionally and 60 years of its existence were
marked by great efforts in achieving full economic integration in this region. Two processes deepen economic integration
and expand to new EU countries are held together and constitute relatively long history of regional integration.

Abstract

An important factor of business success and a development of a certain area or business subjects has been
determined by the abundance, quality and a combination of development factors. A determining postulate in the paper
starts with the expert individuals as the basic factor for the development of tourist industry. The research is related to the
economic structure and the development of tourism. The additional motif is the fact that within the transformation of
political and economic system of Montenegro the least has been achieved in the field of transformation of the human resource
management function. Namely, the high degree of ownership and organizational transformation has been achieved
while the biggest obstacles have been found in the area of human resource re-engineering. These obstacles are related to
changes and in the majority of companies the human resource management has been practically reduced to a personal
department. The companies have maintained a social dimension and they are still far from being economic subjects. This
type of relation is specially present in the employment and the solving of redundancy problems.
Having in mind the fact that the tourism is the priority developmental route of Montenegro the quality of tourist product
has to be achieved and competitiveness of this industry has to be raised to a higher level. On the other hand the multiplicative
effect of tourism includes the very demand for a quality product and the valorization of other, first of all, economy
branches like agriculture, trade, traffic as well as activities related to culture, education, science which implies the investment
in the education of expert individuals in tourism and the permanent learning process. In order to achieve this goal
not only the role of expert individuals is important but also all those of employed in tourism and the whole population in
the location in both coastal and mountain tourism.
The re-engineering of human resource management implies a necessary changing of the role of human resource function of
a company – from a personal service to the leading business function with expert individuals who have knowledge,
creativity, competence and communication skills.

the bank, an important security component of the site, is securing the site from various vulnerabilities. Also, if the
site of a bank is a subject to any of the vulnerabilities, in some cases may come to the theft of confidential customer
data. In this paper, we show omissions that were discovered on the sites of Montenegrin banks and give suggestions
for their elimination.

The paper presents analysis of acceptability of ICT in companies, and which are the companies that have the
pissibility to introduce the concept of electronic business. The main goal of this paper is to understand barieres of entering
in electronic market.
In this paper, beside current issues, strategic priorities and directions will be defined for the development of e-business, as
the main segment for the development of information society in Montenegro. In spite of positive attitude toward e-business,
its potentials in the countries of Montenegro are not yet developed.

E-business brings with it fundamental changes in the process of doing business, organization and management.
In this paper the new company's performance and management challenges in the modern, electronic environment.
The phenomenon of new ways pslovanja and management increasingly is a prerequisite for successful business in the global
market, increasing competition and the use of new resources that information technology provides. The process of
management in electronic environment develop intellectual capabilities, conceptual and operational management in his
role and use, but also affects the fundamental changes in human and business activities. Knowledge and information are
key resources of information economy and the role of top management changes and has more emphasis on cooperation
and managing people, and create value through the company's knowledge management process.

Abstract

Education and training of human resources related to the planned efforts of companies to facilitate employee
mastery of skills related to work. These skills include knowledge, skills or behaviors that are essential for effective job performance,
and highlighted the training programs. The goal of training is to be employed to adopt and apply in their
everyday activities in order to achieve competitive advantage. To this end, training should be seen beyond, as a way of creation
of intellectual capital, which includes basic skills (required to perform the job), expanded skills (how to use technology
to share information with other employees), understanding the user (or production system) and creativity.
