Abstract
|
In 2001 the Hungarian economy departed from the path of balanced growth. During the past six years the state budget deficit has grown to an unsustainable level, and also the deficit in the current accounts has become too high. Real wages have increased considerably faster than labour productivity. These difficulties and other macroeconomic troubles led the Hungarian Government to the introduction of an adjustment program in July of this year. The first part of the article analyzes the current macroeconomic situation and the expected economic and social effects of the adjustment program. The commitment and determination of the government is shown by the fact that they are ready to accept the political "price" of the program, i.e. that the unavoidable measures will probably reduce the popularity of the election winning political powers.
The second part of the article discusses the relationships concerning measures requiring immediate execution and reforms aimed at long-lasting effects and in depth institutional changes. These are indispensable to the sustainability of the effects of the adjustment. In connection with this, the paper reflects on the relationship between the budget deficit and the size of the state, on the proportions of state- and self-support, as well as on the speed and the gradual implementation of the reforms.

Abstract
|
The methodology of artificial societies, coming from the sophisticated development of so called agent based models, is going to be breakthrough in social sciences. In the paper I try to show it on the
examples of mathematical economics and related topics. The growing complexity of mathematical models can be overcome by construction of artificial worlds and following computer experiments. The first non
trivial results are in place. Some intriguing questions and problems are formulated, answer on which one can expect under application of the new methodology.

This think piece is an attempt to survey the evolution of competitiveness in a small open economy under the angle of costs and benefits of globalization. First a historical survey assesses the road leading to the present sage of transnationalization. Then a situation assessment is presented, followed by a survey of challenges and factors of competitiveness. Finally some general lessons are listed, without
attempting to be exhaustive.

Abstract
|
One of the most interesting facts about the growth of developed nations, especially of the US growth, in the last three decades is significant growth of the ratio of the wage of skilled labor to that of unskilled labor. At the same time, existing evidence seems to suggest that the ratio of the rate of return on investment in skilled labor to that of unskilled labor has stayed pretty stable. This contradicting trend in movement of two ratios is formally easy to explain. Being aware of the fact that all possible measures of the rate of return in education confront, in one way or another, differences in wages of different educational levels with the cost of reaching the concerned level of education, we can with certainty conclude that, in order to keep the rate of return ratio unchanged, the increase of wage ratio should be accompanied with adequate increase
in the ratio of the cost of reaching a skilled level of education to the cost of reaching an unskilled level. This is something that follows from identity and as such cannot be questioned. The real question here refers to a possible source of relative increase in the cost of reaching skilled level of education. Possibilities are here enormous and every developed country presents a different story. The purpose of this article is to shed a light on one of the sources of education cost growth which is common to all developed countries and which can explain the greatest part of education cost ratio increase in all developed countries. In what follows we will show that the increase in the cost of education ratio is mostly due, first, to the fact that technological progress in industry of education is negligible, second, to the fact that "products" of industry of education are nontradeables, and third, to the increase of wage ratio itself.

This paper reviews some questions concerning the institute of economical information. Authors are carrying out the theoretical and methodological analysis of terminology and the classification of institutes
of information search, in terms of the neo-institutional school of economics. Some empirical results are presented, introducing institutional effects of production and consumption of information at the level of single agent (firm).

Abstract

Strategic knowledge is considered as an important determination of an organization's value creation potential in dynamic, knowledge-based markets. Hence, this article presents an approach haw to develop model
which is base on strategic knowledge market learning and knowledge adjustment. This approach is aimed to respond effectively to changes in the external environment. Current process of globalization is associated with creating the new fields of economy which are covered by term "knowledge economy" (economy based on knowledge,
or economy of knowledge). Information and knowledge are in the theory and the practice more and more consider as immediately productive force and long time have been viewed as strategic factor of production. Through information we acquire the new knowledge about environment. Information minimizes risk and uncertainty, or, as K. Errow said "information is term which is direct opposites to the term uncertainty". Knowledge, information, skills, and innovation, revolutionary moved the borders of social and economic growth and development. They become the key wealth and a production resources which dominantly influence movements of so called "global order" to postindustrial era. The new business environment is characterized by interlink technologies of telecommunications, cable, satellite, computer equipment, software, and complex operating protocols, and the global information infrastructure. It is easy to minimise volume of changes and present them as installation of computers, computer net ware, and
cables. But, even so narrow view of changes shows that in the new economy increase speed - in commerce, travel, communications, and innovation. It creates uncertainty, complexity and turbulence. At the level of companies, need for new knowledge appears as means which will provide effective response to environment changes. Questions without answers are numerous. We don't have ambitions to cover all of them, because of limitation of space and ourselves, but through generalisation we will try to give mythological approach acquiring the new knowledge which helps increasing of dynamic capabilities of firms.

Abstract
|
The issue of solvency maintenance in the EU member countries is characterized by the permanent presence of the standardization of the insurance operations regulation. Directives of the EU for life and non-life insurance undertakings prescribe obligation of the insurance companies to maintain the solvency margin as the minimal amount of capital that needs to be possessed in case the unpredictable events occur. Nowadays, there are on going activities regarding the determination of the new solvency regulation for EU insurers, based on the specific features of the each insurance company, with intent to better match capital requirements with the insurer's market position, more efficiently protect insurers and shareholders of the insurance company and finally to increase the level of harmonization within the single insurance market.

Abstract
|
If the society does not understand what it ought to, one should give explanations to it. At the up-to-date stage of development the mankind exists in the most unnatural form of market economy – in business economy. The economic science did not notice the developed form of the market, thus the state institutions are under the power of the market instead of the market management. Throughout the planet the market works all by itself and it lead to business-economy. The author sees the scientific way to the developed form of market relations, proposes his conception in which the developed market is presented as a perfect model of national economy. The way of its realization in comercially-production sphere is the subject of further discussions.

Abstract
|
Developmental state is often conceptually positioned between liberal open economy model and a central-planned model. The theory of developmental state isn't capitalist or socialist. The developmental
state is based on combinations of positive advantages private business and the positive role of government. First of all, economic development requires a state which can create and regulate appropriate conditions
for development. Successful conditions require a state which has the necessary tools to deal with burden, and it is not merely the guardian of certain freedoms. The model of developmental state is present by China
example. This paper try to contributes discovering the main futures of the model developmental state.

Abstract
|
The article describes the actual issues of forming the management system of competitiveness on region levels and developing the model of region competitiveness estimate. Also the way institutional environment and marketing infrastructure institutions influence on competitiveness of region economy is considered. The competitiveness of the Russian regions is evaluated. Differences in competitiveness level for general types of regions are determined. Recommendations for improving competitiveness of Russian regions are proposed.

Abstract

Logistics as a relatively new science with its methodology of optimization and organization of rational movement of tangible (cargo) and accompanying flows, such as informational, financial and service,
enables the increase in efficiency of these flows, decrease of expenses, greater number of satisfied clients and creation of added value as the basis of competitive advantage. Due to the mentioned characteristics, the
integrated marketing logistics has great possibilities of being applied in realization of harbour-transport services. The use of integrated marketing logistics as a complex system of planning, organization and control of cargo related flows in harbour transport, implies the use of contemporary electronic, communication, transport and information technologies.
